Eastside Legal Assistance Program (ELAP)
For legal advice regarding tenant issues, contact ELAP (Eastside Legal Assistance Program) at 425.747.7274 (English) | 425.620.2778 (Español). Housing Stability Project for Kirkland residents: ELAP provides limited representation to low-income Kirkland residents on a variety of legal matters threatening their housing stability. Whether assisting tenants on landlord-tenant issues or addressing a non-housing emergency that could threaten one’s housing—such as a lost job, an incident of domestic violence, or a sudden medical expense—ELAP’s housing stability attorneys provide free legal services to address barriers to maintaining or getting into permanent housing. At this time these services are available only to Kirkland resident who are income qualified to receive them. While referrals through other agencies are preferred, self-referrals can be made by calling ELAP’s main intake line. If you are an agency who would like a copy of the referral form for this program, please reach out to referrals@elap.org to request a copy.
